Surely those millions would be better spent on high-density housing somewhere, rather on the epitome of the 1%?

I really don't care for heritage buildings whatsoever

I don't really have any love for the place either, to be honest, and I'm sceptical how much heritage value it really has.

I don't know why it has to cost that much but I do think the PM should not be living in an apartment with a bunch of other tenants.
