She's a TV show character played by a (now) well known actress/singer named Miley Cyrus. In the show "Hannah Montana" is actually her stage name as a singer, and the character's 'real' name is something else.

... Ok, I actually did check the wiki and they did something pretty funny. Her character's name in the show is Miley Stewart, and her father in the show is named Robby Ray Stewart, played by the actress's actual father Billy Ray Cyrus, who is himself a famous singer in real life.
