I would describe this as a halter collar fitted midi dress with a mermaid style skirt and side hip cutouts.
The rest of the stuff on this dress, like the strappy tank front or the chains is detailing, not really part of the "type".

I did some Googling and it appears to be a cosplay dress, of the character Albedo from the anime Overlord. On many sites it seems to be advertised as a Black Albedo Backless Dress.
I know that doesn't directly answer your question, however I figure it may help you get closer to figuring out if this is a 'style' of dress or a creation of an artist.
